OK, I get it. You probably think this is just a Dr. Demento type joke song. Easily dismissed as silly and unimportant. But wait. Listen again and realize this was 1967, Zappa was making fun (and a poignant point) about society and politics (you thought now was different?). He was making fun of a perverse society, politics, and even the listener of this song. A big "Fuck You" to the bullshit that permeates society. He wasn't a pedo, even though the "Powers That Be" tried to accuse and charge him with just that, because he was pointing out what scum people (especially politicians) can be, including back then. They didn't want people thinking those thoughts. After noticing the musicianship involved, consider whether the message is really different than today, or yesterday, or history past. He was just pointing it out, and a lot of people hated him for it.
