Certainly not a bunch of bankers and psychologists, which is who might have written this document.

France had a kind of BBS version of the Internet for many years with public terminals about her cities. I forget what it was called off hand.
(Side note: it was a pleasure reading "gendered" English in this literal translation of the French original. High on the Lodge's agenda must be "uglification of the language" and also "confusion of sex and gender" damn them. "Words Have Gender, People Have Sex."

The French had a system called mini-tel. I don't remember anyone predicting anything like todays internet during the 80's. It was all, you can book a restaurant table or a doctors appointment, not you can watch films or post a picture of your restaurant meal.
