It's not only legal, but it's required, if something changed that makes it hard for you to be impartial. An attempted bribe or threat would do that. Being a witness to expose that bribe or threat would really do that.
He has to provide a legal basis for why he is recusing himself. Just like Public Defender, you can't pick and choose what case you want to participate in. We need better journalism.

However, most judges lack anything remotely resembling principle
Maybe he knows he lacks the courage to do the right thing and thus is recusing himself
