I tried this before with the same result. The only solution that may help is to have a list of some alternative DNS servers if the main ones go down. Good VPN providers bring their own DNS servers.
To take the internet down, the easiest way would be by manipulating DNS servers. So it's a good idea to look which sites can be called by IP (and save that IPs somewhere) and if there are DNS servers that will possibly not affected. Usually the internet providers DNS server is used in the settings.
Ah, you mean for Voat? It's not the browser, I just tried the IP address for Voat myself and also got that page (Error 1003 - Direct IP access not allowed). Wow, I guess a direct IP address won't work with sites that use Cloudflare DDOS protection such as Voat. If anyone knows a workaround for this, I'd love to know about it.

There are many sites where you can look up the IP address linked to a domain name. For example, https://www.whatismyip.com/dns-lookup/
Just put in voat.co or whatever else you want to know the IP for. Hope you find this helpful!

IP addresses will still work for most sites.
