If you've ever been to Washington you would see that the Pentagon is on the approach to Reagan National airport. Every day I see planes that look like they're about to fly right into the building. i think this helped in the cover story in that a drone/missle hits while a plane is coming in for a landing. As the landings were heavy at that point do the grounding order it ould have been easy to mistake a landing plane for whatever hit the Pentagon. Seriously, look at a map and see the proximity.

I've known about 10-15 people all who say they saw or heard the pane very low overhead as it crossed over Arlington, including my cousin.
