OP's photo is a not a photoshop of the pic in the wtop.com article as I first suspected. OP's pic is from a different angle. How is Wendy Martinez somebody who Q would honor?

She was Chief of Staff for a company called FiscalNote: https://fiscalnote.com/about/

The Washington, D.C.-based company uses artificial intelligence to sort through reams of publicly available government data to make predictions about legislation that's likely to pass in Congress and statehouses around the country, which can be useful to businesses in highly regulated industries.

In late 2013, FiscalNote received early seed money from Mark Cuban after a cold email from Timothy Hwang.[26][27] This was soon followed by an investment from New Enterprise Associates, Yahoo cofounder Jerry Yang, and First Round Capital leading to a total $1.3 million round.[28][29]

In fall 2014, FiscalNote received $7 million in its first institutional (and second total) financing round. Investors included AOL Founder Steve Case, Visionnaire Ventures (a joint fund between Taizo Son and Temasek, with participation from Jerry Yang, Mark Cuban, New Enterprise Associates, Winklevoss Capital Management, Enspire Capital, Green Visor Capital (led by former Visa Chief Executive Joseph Saunders, and Middleland Capital.[30][31] Steve Case invested as part of his Rise of the Rest Fund, which includes investors such as Amazon CEO Jeff Bezos, Alphabet Chairman Eric Schmidt, Starbucks Chairman Howard Schultz, Tory Burch, Ray Dalio, former Facebook president Sean Parker among others. [32]

Meanwhile, FiscalNote has launched new products that track regulations as they emerge from federal and state agencies. And in a bid to build the company's global reach, in 2015, following a $10 million investment from the Chinese social network Renren, it also made its first acquisition--the South Korean company MyCandidate. That company, acquired for an undisclosed sum, aggregates information about political candidates in that country.

Hmm. Eric Schmidt, Jeff Bezos, Mark Cuban... Seems like a Cabal company if I've ever seen one.

Why would Q honor Wendy Martinez?

She must have been flipped by the good guys, and then murdered for it.
