I think the key point was this breadcrumb: HUBER >> HOROWITZ >> STORCH. Storch is the new IG of the NSA. Now Huber can get investigative (and whistle-blower) info from Horowitz (DOJ) AND from Storch (NSA). This gives Huber tremendous reach. Remember, he is a prosecutor, having more power and staff than Mueller.
