It has to be. Today Putin laughed at Chris Wallace when Wallace handed him the "intelligence reports" on the Mueller Russian hackers. Putin was quite humored, and gestured to Wallace to 'just set the papers on the table there.' After he let Wallace hang in the air, papers in hand. Thug life.
