This is incorrect. This is simply all the people on the Department of the Treasuries sanctions list. The OFAC in that URL is the Office of Foreign Assets Control which was started in 1950.

For example if you look up Sinn Fein, aka, the Irish Republican Army, you see this listing

REPUBLICAN SINN FEIN FTO, SDGT, SDN

FTO means they are on the list of Foreign Terrorist Organizations

SDGT means they are on the Specially Designated Global Terrorist list.

SDN means they are on the list of Specially Designated Nationals.

The people and entities affected by the Global Magnitsky Act were added to this list.
