I had not noticed that before. I do remember those specific posts as they refer to comms checks, op go/nogo, operational status, mission parameters, etc. "Delta" probably means that it was someone (Flynn?) within the JSOC community issuing orders.
Could very well be... I don't have a military background so my opinion on that is about as useful as tits on a boar, but my IT background has helped me gain a better eye for small details. Hope that helps.

Q Group - adds up when we see multiple sign off sigs. Q, Q+, Q Delta, etc... each with a different writing style/specialty/directive.

756, 757, 785 = Q, Delta

I have both and then some. Those comms were def actionable.
