I'm a little confused actually. If the people pulling the strings are "shooting up" the general public with aerosols then wouldn't they be affected as well? So why do it? Do they live in underground bunkers with aerosol filters that some how pull the chemicals out? Is there a pill to take?
I just don't understand how someone could be spraying these on people that can affect their life is such a drastic way.

Because they are leaving the city or country, and building underground bunkers.

Usually bunkers just pull in air from outside. How do they filter the air?

The technology does exists. However, not a manufacturing scale or purchasable by the public. Or, you could try a more simpler solution as used in fallout shelters.
Edit: Not a great source, but the things I find on the internet keeps me entertained for years to come.
