It is not illegal to sign up for a school. It is not unlikely to sign up for a school.
What is illegal is the incidental finding that those people were illegal immigrants. Being here illegally is a crime. The government gave them an innocent way to out themselves, like the uneducated animals that they are. They entrapped themselves.
