I used to mod /r/conspiracy and from my time there I can say that at least at that time the mods were not complicit in anything shady at least not from what I saw in modmail/logs
Also it should be noted that there is no reliable way for anyone but reddit staff to determine the ip addresses of the posters, not even the mods had that capability.

For the audiences benefit, if the ops guy did some hacking/baiting bs, and trapped some IPs through some dedicated stalking, they would probably only reveal VPNs or equivalent.
Then again, i should mention how reddit corp doxed that military base as the chief contributor of all cities, i guess its fair to delineate regular propaganda effort, from that speculatively focused on /r/conspiracy.
