I feel like this would have some unintended consequences.. but I'm not entirely sure what.

Fosters more corruption in the local DA's office since investigations would fall to them. One would hope that the accountability given to the DA for oversight would be enough considering it's an elected position, "Do good and the people will keep voting you in". Sadly, every elected position is ripe for exploitation and manipulation.

Hopefully this will turn things around a little bit and DA's will hold departments accountable. But it's a terrible position to put the DAs office in considering how much their office needs to work with the police to make things happen. It's creating a point-of-conflict where there shouldn't be one.

It's absolutely possible that a department, to get retribution for bringing charges against one of theirs, could give next-to-nothing to the DA to prosecute regular cases to later make the statement that this particular DA 'never gets anything done' or 'we've made all of these arrests but the DA can't get any results from them' so they don't get reelected.
