Government IP Ranges I was asked not scan in EC Council Hacking Course belong to Israeli Company (Conspiracy)

I ran a whois on 62.0.0.1 (ranges 62.0.0.1-62.30.255.255) and it appears the IPs are Israeli owned

Who asked you not to scan the ranges? When you say scan, do you mean running a whois lookup?

It is in the study material, so EC Council asked. WhoIs is not a network scan, its a registrar/registered admin lookup. IP scans consists of network mapping, footprinting and identification.
