3. Govt. pledges to fight terrorism
4. Govt. denies any link between Islam and terrorism
5. Now that Islam =/= terrorism, "fighting terrorism" means spying on everyone else

Create the terrorism by bringing Muslims, use political correct authoritarianism to prevent people saying the link between Muslims and terrorism, use anti-terror powers to crack down on other forms of dissidents.
