Kinda just looks like a training track to me, for driving. Probably not for the average driver but for cops, body guards, etc.You've got three lane roads, circular tracks, zig-zags, and they're all connected by pavement...but I do admit, it is pretty big and seems to be out in the middle of nowhere.
