But for a long time only the US and USSR had them. The knowledge was pretty secret. It has spread now. Several countries have them. And if you want it, you can find the info to make one. So idk, how much time. But the knowledge is out there now, All it would take is a smart enough, motivated group, w the patience and cash to gather the need items. IDK when, but I would expect it to happen at some point in the not to distant future.
