Building nukes is easy, just need fissionable material.. And it seems like there is some floating on black market.. I'm actually surprised nuclear terrorism is not a thing.
Give it time. It's coming. It's not incredibly hard to make one, but the right person has to get all of the pieces. Give it time, we'll see one in the not too distant future.
