You'd have to be pretty bad at staying alive if a medium sized dog is a threat to you. Maybe that's on you and not the dog who's homestead you entered unannounced. It's pretty likely on calls like this that you run into pets. Killing a pet because you're unprepared is not a good rationalization for shooting a dog. A human has opportunity to prepare. A dog does not. This is a human failure. Humans should be competent enough to handle a medium sized dog. This cop really is just a wimp failure.

Like I said you can rationalize it all you want, but in adult people land, and in my eyes, someone who can't handle such a simple threat probably shouldn't handle anything that is actually important. It takes a real ass hole, or a real coward to pull a trigger on a dog. Just because society deems certain behavior acceptable, doesn't make the behavior any less deplorable in reality.
A coward is a coward. Dog bite or not, people are conditioned to be afraid of a slight breeze, so it's not surprising you're so out spoken about dog bites and the terrible danger they pose. Please.
A retard would be afraid of dog bites. A person with a mind of their own can handle the basics of not getting bitten, even if a dog is trying to bite. It's not like a dog doesn't have weaknesses to exploit. You'd just have to be soft and retarded not to realize such an option exists. Probably because of the butterfly rainbow perception of humans that gets us to believe we're powerless and should never take even small risks.
