At the state, and local, level you'd be surprised at some of the stupid stuff they come up with. What's worse in when those ideas are unconstitutional and the law is still passed. Just waste taxpayer money when it eventually goes to court.
edit2: relevant portion regarding cash at §1864.3.
§1864.3. Payment by check or money order required 10
A secondhand dealer shall not enter into any cash transactions in payment for 11
the purchase of junk or used or secondhand property. Payment shall be made in the 12
form of check, electronic transfers, or money order issued to the seller of the junk or 13
used or secondhand property and made payable to the name and address of the seller. 14
All payments made by check, electronic transfers, or money order shall be reported 15
separately in the daily reports required by R.S. 37:1866.
But really, you should read the full thing and pay attention to all of the damned sections mandating that for any transaction made, the merchant must keep records on the identity, address, etc. of whoever bought stuff, and make it available to government agencies.
I'm personally more freaked out by the article that is linked to from this one. It seems that there are calls to abolish cash altogether. What a terrifying thought..
Well, if they can't have their fiat cash controlled by them, then they'll just get rid of it altogether. I'm on the fence - on one hand, the bankster control won't lose grip until the system breaks. The problem is what takes its place or who 'fixes' it. On the other hand, breaking the system may force governments to regain control over their monetary policies and cash printing capabilities which then can be controlled by an elected (at least on the face) group.
Maybe though, if cash was gone, something like BitCoin would be the way to do it.
The only power any government has is the power to crack down on criminals. Well, when there aren't enough criminals, one makes them. One declares so many things to be a crime that it becomes impossible for men to live without breaking laws. ~ Ayn Rand
It certainly seems that way these days. It used to be just the simple "I've got to be remembered / make a name for myself" mentality, but yeah - maybe its now shock value?
There are groups that would be happy to challenge; it's just difficult to get standing without having your record tainted.
I think some regulations are complete B.S. and would happily take the city / county to court; however, if I have a conviction on my record, my employment will be no more. I have to wait till I'm retired before I can have that kind of fun.
And its thinking like that which is the reason that we are as fucked as we are. Not to pin the whole blame on you but its that same train of thought that puts us where we are today. Challenge them. Fuckem. What are they gonna convict you of? Taking their bitch asses to court? Come on man dont use that as an excuse to talk yourself out of something like that
Generally, in order to get standing, you must violate the law. So yes, conviction is a likely result. Some locations will not hire you if you've been arrested. So until I have enough capital to work for myself, the risk is too great.
There are projects, however, that can be funded instead. One such project is agenda31.org, where money donated helps their cause of high reward, low risk. There are also other causes, such as the noagendashow.com, where funds can also be donated to help fund an independent media voice. Just because I'm not on the front-lines, doesn't mean that I'm sitting on my keyboard cursing the world.
I am confused.. Why would you have to violate some kind of law to get standing in court to challenge a law or regulation? Perhaps i am uniformed but that doesnt make sense to me. As far as i know as long as you make a good enough case to present to the court, why couldnt you challenge something?
My question is what is the difference between cash and prepaid gift cards? There is no real paper trail with that either. As long as you can verify the funds on that gift card its basically as good as cash anyways.

Bill approved to track anyone who buys second hand goods.

Constitutionally, I don't know how it could be upheld on any challenge.

No one will challenge. They are all too happy eating bacon and being fat.
