Does anyone else think the USA's $1+ billion Powerball lottery comes at a conveniently distracting time? (Conspiracy)

Seems like we've been having more and more of these ridiculously huge lottery jackpots. It would be incredibly easy to purposefully ignore a week's winner in order to drive up the jackpot and associated frenzy.
