The title is a bit misleading. I'm not 100% on Colorados marijuana laws, so I'm going off of washington and Oregon's. If the kid was 16 then he should not have been in possession of any pot. I'm assuming the legal age is 18 or 21, so he was a minor in possession of a controlled substance.

Secondly, rolling a joint at a public bus stop apparently near schools is just a bad idea. The article doesn't say but based on age, I'm assuming one of the schools was their high school. It's hard to compare preparing a join with existing alcohol laws. Since you don't need to prepare a beer to drink.

Lastly, I just want to state that these cops handled things incredibly poorly. There would be absolutely no need for an escalation of violence over something to trivial. A ticket and maybe a ride home to the parents would be more than enough to punish this kid.

Oh I guess one more thing, why is this in conspiracy?
