Is this really a conspiracy?
Did he conspire beforehand to murder this man?
Is it being actively covered up by the media and such?
Is the accepted story different than the truth?
If you answered no to all of the above, I would conclude that it is not.

He planted evidence and falsified reports and tried to get his department to go along with it, something that happens all the time, but this time for once, it didn't, what part of that isn't a conspiracy again?
