I'm starting to think that what we think we've achieved in our endeavors of space has also been heavily restricted and suppressed. All of the missing money could make sense if you consider what kinds of really, really high-tech stuff is being made behind the scenes. The other day I read about how they already built warships in space.
Satellites are one of the most important tools in any major war. Even small ones. If any Nation controlled orbit, and was the only nation left with the ability to guide and relay communications from space - they would have a huge advantage.
You must also consider the fact that hacking into our satellites gives enemies a direct tap on much vital communication. You would want technicians in orbit to maintain and monitor things that are critical.

They makes a lot of sense. I was thinking of some SG-1 type black project warships.
