Either intergalactic communication, trans-dimensional transport, or as a fueling station. The Soviets got further along on the transport physics, but Starfish was supposed to be more advanced still.
Transdimensional travel:
So they trick earthlings into nuking space in such a way that they harness the explosions into a wormhole because now explosions make wormholes? NO!
Fueling station:
That's interesting. A far possibility even. If they can withstand a Nuclear blast enough to gather its energy, why can't they just park it near the Sun and soak it up? You know, without all the intergalactic espionage?
Well their ship crashed so they needed a new way to report home or open a more convenient portal for others to come here. And they weren't just explosions. They were also ultra-high power electrical discharges contained within a projecting magnetic field- the Van Allen Belt. If there's anyplace to put the end cap of a wormhole, that's it.

Why would they want the high altitude nuke test?

Intergalactic communication:
What? Nuclear smoke signals? Stfu.

Tldr: Stfu
