It's illegal to release videos with people on them who do not consent to the release in the EU. That's why there are no CCTV videos released. Unlike phone videos and the like, it's pretty hard to anonymously release a CCTV video from a stationary camera...

this would explain less vids, but still plenty of fixed/security cameras, plus people filming from buildings, distance, cars, safe places, etc.

Blur out their faces. Google street view does it automatically so it couldn't be that hard right?
