I think the main value of these attacks for ISIS is the shock value/hysteria that gets created. Israel is basically filled with ex-commandos and warmongering nationalist types. They wouldn't get their panties in a bunch over an attack like the US/France/UK does, so ISIS probably views Israel as a target that isn't quite worth their time or resources.
