Yes basically. To exert a "Muslim presence". Because largely they can get away with it. Everyone who isn't ISIS is at war with ISIS. They're doing what they want. They don't give a shit if they die or everyone hates them because they figure any person they can convert or kill, it will be for the good of their afterlife or put them in the "Right" view of god. Its their driving motivation for what would make them a "Good" person. They don't give a shit if they probably don't have the firepower to take over Europe or the rest of the world, it doesn't matter. They're doing exactly what they want to by "Taking down as many as they can with them" because thats literally the holiest thing you can do to them that results in the best afterlife. If you can send a message of Islams power to non-Muslims then its even better. And thats exactly what they're doing.

So you can say its all Jews making money like you're some enlightened counter culture secret agent but its based in less than half the logic than the "popular" view is.
