To be fair, I can understand why a University wants to do this. There are countless cases where people take classes in place of others; take their tests for them too. I knew an auto mechanic who took all the online certification courses for everyone in his shop.
It degrades the name of the University once enough of these people make it into the job market and show they are incompetent. This youtube video is pretty bias and doesn't mention why the university would want to implement a system like this or the problems with online courses.

My organization does exams and requires 2 forms of ID to sit for it. If the names are not a perfect match you are not allowed in.
Too many people have made it so by cheating.
