It's California. They probably banned all flags--especially the Mexican flag--which seems to come out during school riots. But Raiders flag, Lakers flag, LA Dodgers have gang affiliations in California.
The Sueno gang is better known as MS-13. I guess 13 and 31 are interchangeable--especially when making gang signs with your hands.
These little gang bangers will get pretty creative in hiding their affiliations in plain sight. They are just like the illuminati trying to hide their symbolic "eye" everywhere.
So yeah, 13 stripes on the American flag. 31 in the star of California for the 31st state. It seems very suspicious. I don't think gang bangers love California and USA that much.
