Well it's not the users who are paying them money. Facebook is a business, not a charity. They have no real incentive to actually protect the privacy of their users, but they DO have a incentive to make it look like they do.
Obviously mostly a PR move, they gladly give away any information to governments that ask. At least western governments, we know this due to the access NSA has that Snowden exposed.
It does not mean much and no reason to think they mean it or are genuinely interested in our privacy.
