Iceland had kind of a wakeup call with the 2008 crisis. They were the only people that figured out what bullshit bailing out the banks was and decided to do something about it. They let their banks fail and saw a fast recovery.
Everywhere else where banks were bailed out has seen nothing but stagnation or insane inflation or unemployment.
Maybe those same people started looking around a little more at what's going on in the world and that's what led to this decision.

Is this all of Iceland or just Reykjavik though? The headline says Iceland but the article only speaks about the Reykjavik city council.

Only Reykjavik, but the odds are that it will slowly become the whole country, it is the capital and largest city of Iceland after all.
