I think at that level laws don't mean much, they can be waived for social reasons. A cop sees someone litter they can just ignore it if they want to with limited problems.
If a lawmaker was to start removing anti-littering laws then you are doing more damage than that cop. And setting up future weaknesses in similar laws, causing more damage.
Those who set up and defend words that govern a country must be ready to defend their words with blood, first their own and then others. It's how humanity has carved out civilisations since the dawn of time, the rights and protections people have today were not earned by men talking, they were earned by men dying over and over through generations until enough people said "Stop, or I fear I will stop you at our cost." as opposed to "Stop, or I will kill you".
