80s crack epidemic exploited by CIA, today's heroin problem too? (Conspiracy)

In the 80s the CIA was selling guns to Iran, then buying cocaine, which they processed into crack and sold in Los Angeles to fund the Nicaraguan Contras. Today, heroin is the big drug problem, and we're arming rebels in countries where poppies grow. Something's fishy, no?

An educated guess because US govt has done it before.
Likely US alphabet agency had to make "deals" with the local warlords to help the "war".
Just like the 80s, smart warlords asked to protected transportation.
