I would read up on immigration reform in Europe over the last few years to get a better idea for the situation but I figure I can sum it up for you, more or less.

In many European countries, Sweden in particular, popular political parties (generally liberal ones?) have been running with the platform for opening immigration, especially by offering asylum. More inclusiveness and more diversity is good for everyone, right? Wrong. Crime rates are soaring in these countries, accentuated by violent crime on nationals by foreigners. Lots of people are blaming the places of origin of these immigrants which are often third world, heavily Islamic nations.

Edit: Some countries, see Norway, are cracking down on immigration to great effect on the crime statistics. It would seem by the OP that some people in Sweden are pushing for a similar agenda.
