Is there any good reading around FEMA camps? Everything i find is either so far left or right, cant find a decent middle ground as to what they are in fact for. (Conspiracy)

Well, I wasn't proposing a solution, but thanks for putting words in my mouth.
Your idea works great until it hits the reality that some states will not be as responsible to these things as others.
