I honestly believe that it is to a degree. It did not start out with this purpose but overtime it has been reinforced to encourage a type of population control. This has been increased with a subtle cultural push of homosexuality and more recently with transgenders.

I think it was picked up recently for this cause, out of convenience. Big distractions, too.
