It's not an Isis salute, it's an Islamic one meaning one god. Has nothing to do with ISIS just because khawarji use it doesn't mean it's ISIS. Most muslims are literally fighting western/Iranian and Turkish backed rebels (ISIS) in their own lands, nothing to do with ISIS.
