A simple scientific study - Take two reservoirs. One with pure water, the other with a salt solution. Connect the two reservoirs with a small tube, then measure the time it takes for the salt solution to diffuse through the tube from the salt reservoir into the pure water reservoir.
Results: when irradiated within internationally accepted SAR levels (0.4 W/kg), the salt solution diffusion rate changes by 1.7 times compared to the non-irradiated test.
Conclusion: because water molecules are polar, any electromagnetic field will rotate these polar molecules. The constant rotation changes the viscosity of water, thereby altering the diffusion rate. This change in viscosity, may explain some of the non-thermal effects observed in biological experiments.
What this means is that the properties of any water on this planet that is exposed to this constant radiation, is being altered by this exposure.
Do you think the US FCC or EU ICNIRP have taken this into account, when they greenlighted the mobile utopia?

This result is consistent with the proposed mechanism of low-level microwave effect: microwave radiation, rotating dipolar water molecules, causes high-frequency alterations of hydrogen bonds between water molecules, thereby affects its viscosity and makes faster diffusion.

Good question. 0.4 W/kg is not much, but the temperature was still taken into account:
