Jews in Russia are recruiting russian teens from poor families to become cannon fodder for organized crime. They call this recruiting organization АУЕ (AUE) which means "Prison Rules are Universal". A situation of this magnitude brought the government to outlaw this recruiting criminal organization. The funny part is that the government is apparently unwilling to arrest the masterminds of this recruiting organization, even if this is a relatively simple thing to achieve for police.
