I sure was no fan of Bush Jr however I do believe they put a hard stop on stem cell research (as a teen I thought they were awful and repressing science). That could have just been an attack on other elites who were in a different faction or just to keep us in the dark, or maybe that was his stab at redemption or legacy...who knows
