Even when race relations improve, the government ensures that one group can always be led to hate another. There seems to be unity amongst whites and blacks and other races? Let's make sure white people start hating other white people in some strange SJW movement. Let's change the definition of racism to "minorities can't be racist."
On the other hand, let's completely ignore classism and poverty and contributors to the negative stereotypes of minority communties. Instead, let's have people believe these minorities are inferior.
Let's keep this war going. It doesn't matter who hates who, as long as we all hate each other. That way, nobody can rise together.

This one issue where I'm always amazed when people buy into the trope. It was a lesson that I came to realize really early in life. In fact, I recall my dad making the same point. I'll share the story as it always hung with me: When he went into the Army it was the first time that he really interacted with Black people. So, he was having a bunch of problems with this one guy and they were set-up to fight. Then they both realized that they were actually being manipulated by a group of officers. They were playing them against each other for their own amusement. Apparently, at that point he realized the situation was analogous to the rest of society.
