It looks like the "flames" are the guy pulling up a sheet or something and the flashlight illuminates it and his hand (kinda looks red) and that makes it look like its on fire. So I'm going to say: no. Probably not.
Yeah, that part didn't impress me much, but the burning of that building and the apparent systematic burning of all those cars has me wondering. Those people reminded me a little of the strange group who smashed the bank windows in Oakland, only these people looked even more suspicious than those.
