I am curious what Voat's Goats think HAARP really is. We know it is operated by the US Military and several Universities, but what are they trying to do and does it have Military applications?

Almost everything I have read tends to point to it being some attempt at controlling the weather. However, in almost every HAARP (attributed) video I have seen the same thing happens: You see an massive metallic looking craft hovering inside a cloud, then a series of spectacular lights and wham the ship virtually vanishes appearing translucent. I have a couple theories as to what is really going on:

1.) The US Military is testing a new cloaking system for aircraft (and possibly ships), think Philadelphia Experiment.

2.) The US Military is trying to open a doorway to either a) An alternate universe/dimension or b) Another point in space/time within our own universe.

In both examples I believe the clouds are a key element for two reasons:

1.) They provide excellent (although not perfect) camouflage for the experiments and

2.) They are highly electrically charged and may provide some (if not all) the eletricity needed to perform whatever it is they are doing.
