Is it because Chinese have taken over Milan because just like they buy out American brands and liquidate their value, they wanted to do that with the more nebulous brand of "Milan fashion district," but can't move Milan to China so they moved Chinese to Milan?
I don't know about buying the brands, but they do like Italian (and other European) luxury goods. They have brand prestige and Chinese think they are better quality but heard on a business podcast a luxury "Italian made" silk scarf brand have the silk woven in china and then just prints on it. Lot of Chinese tourist shoppers there anyway.
