It's not disabled for me. Maybe google/youtube is disabling it in certain countries. I'm Canada, you?

Oh, now I see, it allows you to like or dislike, but it's not showing the totals. Wonder if this is a youtube thing for this video or channel's choice.
Wondering the same. Comments are there and usually comments if abled have votes. Do you get "show more" in suggested?
