So I have two user names.
I innocently used the second user name and clicked on a news article up vote and got: Denied - Vote has already been registered for device (Submission Vote Identity 2.7)
So. I use linux, Firefox and have browser cookies set to auto delete when the browser closes. I also have a city wide IP address. So it is not on my IP address.
So. I closed the browser and checked cookies. Zero cookies are listed. So how does Voat know and give Denied - Vote has already been registered for device (Submission Vote Identity 2.7)

1) Your wireless card or dongle has an ID number- allegedly cheep chinese ones all have the same serial nuber but who knows?
2)Your other hardware is serialized and may be ID'able... CPU and maybe Mother board
3) They bow have all kinda of sneeky tracking cookies- use a Live Distro on CD or a USB stick to lose all that every time- but PITA is you need to save downloaded files to a USB to keep
4)What is a city wide IP? AFAIK the IP is given to each device attached to the net is linked to the access point- each router will be individually 'placeble' AFAIK
4)Good on you for using Linux... if you want to be uber stealthy try Parot linux running live- it has up with one click app to anoymize (safe surf..? Something like that) and being live wont leave any tracking cookies on your PC
They can track you when you open a picture with token too and not all their trackers wil show up as cookies... Live CD and remmber yor psswords.. lol

It's IP. You can use your phone connected to wifi to vote on something, log into a different screenname, switch your phone to the mobile data, and then vote on the same thing.

No. I noticed this a few days ago and as too busy to care. This AM i had a look. I can see no cookies and etc etc.

NO it is not, the number is unique TO YOUR CONNECTED DEVICE
While if you search "whats my ip' they pinpoint it to an area EVERY device in the city has its own number, They just cant get your personal address witout talking to your Internet provider.
I know this to be the case but as a thought experiment how would the internet send the screen you just asked VOAT to show you (so u see this post) to YOUR computer and not to EVERYONE IN THE CITYs computer?
The internet is not Broadcast, its your PC asking the server to send it a page
