Let's not forget that the government is not some humanitarian organization, but a bunch of pieces of shit. In case of life threatening epidemy the government can easily exterminate you and all the others instead of quarantining your area. It's less expensive. Remember all the movies about epidemics outbreaks from the 70s. The plots are identical. Government exterminating the contaminated.

Why this? Because perhaps he cares about the people and wishes to alert and inform folks who may be less 'in the know'. Conspirologist seems to be a good one.
