They want to pick people with certain personalities, or wealth to join the upper class. The 'scoundrel's' are being monitored by police. Its like the case of the ghetto, but its about 70% of the population? Only certain people that pass a specialized behavioural test, or has wealth, are able to live a free life.

This has been happening for centuries - but they aren’t looking for new members there, education for us is a means to help serve them. Some British families have been on top for centuries, same for France and Germany.
